Stephen was appointed to the board in July 2017. He is Professor Emeritus of Health Policy and Management at The Ohio State University and a Research Associate at Bowdoin College. He graduated from Bowdoin College and has three graduate degrees from the University of Michigan. Loebs was on the faculty of The Ohio State University for thirty eight years. His specialty is health insurance, public policy, and health system management. He is currently on the Board of Directors for OASIS Free Clinics and Consumers for Affordable Health Care. Loebs and his wife, Sue, have two grown daughters. They live in Topsham.
